The last 25 minutes and the first 20 minutes. Don't forget that the first act is full of action. 25 minutes + 20 minutes + 20 minutes = 1 hour and 5 minutes. The movie is 1 hour and 46 minutes long. So over half of it is action-packed.

The point of the film is the audience is supposed to be tense from beginning to end. Nolan was trying to capture the dread and chaos of war.
