You know exactly why it happens. It's to make battles exciting. This first happened in the Kobayashi Maru scenario in STII. It didn't happen in the real battles in that movie except when the Reliant bridge took a direct hit and after that, when the ship was crippled by a massive volley. After that it spread to TNG and the rest is history.

They had elevators and hundreds of meters worth of crawlspaces. I don't get why they couldn't have just made fewer normal sized service corridors with more panels in each one.
Also, Quarks Bar had a spiral staircase. Not a star ship, but close enough.
