Benny's murder is indeed a plot-hole - he willingly handed Eleven over to what he thought was child-services, he'd want to check up on her but they could simply tell him she's a mute who has been safely reunited with her family, and that they can't reveal more due to privacy laws.

Killing him is incredibly suspicious as his patrons knew he'd found a child shortly before his murder, and indeed one of them told Hopper so.
