Nah, he probably would have been able to quell his doubts and trust in the plan if the Ring hadn't exacerbated them. Can't really blame a guy for not being the perfect kind of man to not fall for a corrupting artifact strong enough to strike fear into angels (Gandalf).
Also why he was so ashamed as he died, because he was an honorable man and that sort of turn really was beneath him. The Ring brought out the worst in him but he refused to blame it for his failure.
