Because he's a true kinotist. If he directs a new Spiderman movie, it would imply that there's something wrong with the trilogy, that it is flawed in some way and Raimi wants to fix it.
That's not the case, however. He knows that his work is perfect and you don't mess with perfection. The trilogy is his signature on the canvas of capeshit. He cannot write over it. He's done what he had to do in his first try.
