Renly was the opposite of flawless. He was good at seizing power but he was consistently shown to be bad for the people. He was Master of Laws, and corruption was at an all-time high. A common theme in ASOIAF is that leadership is about the illusion of power. Its about where people put their faith. Even if Renly was shallow of character, he didn't need to not be.
