I won't argue with your first point, but no studio is gonna stop production for a few weeks (MI6 is currently filming) just so someone can grow a mustache again. The bean counters probably figured it would be cheaper to add one more thing to post than delay filming any longer.

No studio is going to stop production for months so other studio can do reshoots either. And they could have gotten him a fake mustache if that was the case, this is Hollywood. The actors confirmed that the reshoots were minimal but took them that long to finish because they had to work around schedules, probably Sup had just one scene and they decided and it wasn't even worth it to shave him. That $25M thing is 100% bullshit, it just makes no sense
