The artifacts on a 1080p encode will be smaller compared to a video at the native resolution of a 720p monitor due to the video getting shrunk down.

The difference is in the bitrate. For example, high quality 720 at 7500kbps bitrate will look better than shitty 1080 at 3500kbps bitrate. Resolution only dictates the native size of the video, the quality is still dependent on the bitrate.
