Neither
Metal Gear 1, Snakes Revenge and 2 with a lengthy introduction to both Big Boss and Solid Snake, including the former forming FOXHOUND after events from MGS3 and MGSV TPP.
In case we all forget Solid Snake retired 2 fucking times before Metal Gear Solid - after Snakes Revenge and after Metal Gear 2.
The stories of the original are less cut and dry and more open for interpretation and artistic creativity

That's why MGS1 is a poor intro and I hope the MGS movie is Metal Gear 1 - simply with solid thrown in the name because 98% of the fan base got into the series with the MGS titles, not MG 1/2.
The backstory, the genome soldier shit, FOXDIE, etc would make for a complicated opener. Starting out at Metal Gear and you only have to give backstory on Big Boss, Les Enfants Terribles and the creation of FOXHOUND, introduce Solid Snake and the characters of the game - the rest is open to artistic creativity and re-intrepretation.
Plus the tension as Big Boss starts to lead Snake into traps/the wrong way through codec
You could even blend the first 3 metal gear games into 2 movies, leaving the 3rd open for Metal Gear Solid: Shadow Moses
