That is beyond exaggerated. Season 1 started out strong, meandered a bit in the middle and ended with a pathetic whimper. Season 2 was shit throughout except for a couple of enjoyable episodes somewhere in the middle. Season 3 was decent but calling it a 10 is just plain wrong. I didn't bother with 4 because 3 really wasn't good enough to warrant more, especially after the disappointment of the first two seasons.

And there was nothing wrong with Kuvira seeking to bring order and stability back to the Earth Kingdom, Korra even tried several times to reach a compromise, even being willing to allow Kuvira to rule her Earth Empire as long as she left the United Republic alone.
