The film has no message. It imparts nothing on its audience. Nada. Zilch. There is no final sequence in which the character has an epiphany, or an "ah-ha!" moment. What it does do is show DiCaprio narrating scenes of wild sex, drug abuse, immoral behavior, lack of respect for the law, and so on, all in a way that doesn't even attempt to demonize these things. No, instead we listen in on how amazing his life is as a degenerate. To top it all off, refer to the scene in which the FBI (CIA?) agent sits on the dirty train realizing that what DiCaprio's character said about him was actually very true. This is the only semblance of a message that Scorsese reveals to us. That people who play by the rules, and who aren't narcissistic hedonists, are miserable and lead pathetic lives of regret.
It's clear that you are a narcissistic hedonist yourself, which is why you are surprised that people don't see this film in your specific twisted view.

This film is about living large and going for the gold. It's about taking initiative and fucking everyone over to win. It's about the cost of victory, both for the winner and the losers. The winner might lose, but the winner will not lose as badly as the losers lose. If the protagonist laid back and took it easy and played it safe, he'd be exactly where that FBI agent was. The man lived a life so great that he profited off of it while he was still alive, and even if he isn't as great as he once was, he WAS great.
