The Government probably wasn't happy with the situation since Papa Badman had pretty much gone rogue and was covering it all up. They probably would rather not have to keep killing or imprisoning random townsfolks because of something that had pretty much passed. Especially since doing so only made more messes.
So they just did the sensible thing and just asked a guy who had gotten everything he wanted from the situation to keep hush and nobody else gets hurt.
