After my initial viewing I felt it was overrated as well, but in retrospect having finished the series it's one of the episodes that's stuck with me the most and I think one of the best overall. I feel like it's an excellent self-contained expression of what TNG was all about. I'd probably recommend it to someone who was considering watching the whole thing as a litmus test.
