The audience in general liked Margot Robbie as Harley Quinn and even critics that hated the movie agreed she was the best part of it. Suicide Squad made a lot of money for WB so it makes sense they are making a sub-series based around it and Harley Quinn

I honestly doubt Man of Steel 2 is ever happening, Superman's DCEU "trilogy" is MoS, BvS and JL, Warner Bros. has lost any faith a solo Superman movie can make the money they want to make with the character so his sole role will be being a plot device that keeps the DCEU moving on.

MoS simply didn't perform as well as they wanted, it did slightly worse than Superman Returns so they had to recur to Batman and related characters being the tent-pole of the whole franchise once again.

Wasn't she cured of her Joker's obsession in the DCAU? In the recent comics she is more or less cured and reformed and it's more or less her own character separated form the Joker, and in Injustice 2 she is basically Batman's new Robin and there is also that new animated Harley Quinn movie coming out that doesn't have the Joker in it.

in suicide squad he was quite clearly content to let harley drown in the car while he escaped,

and in both cartoon and comics he does similar things, allowing her to be hurt or even come close to dying without even really caring.

he loves her like a toy to be played with and discarded when something more interesting comes along, however harley is interesting in that she actively manages to survive the joker and stay around him.
