Picard does get called on it at one point but the person doing it made the mistake of also being wrong about something else so it got swept under the rug as it were. Although there are some changes in the characters, early TNG was Roddenberry's baby and there are a few instances like that of him behaving more like Kirk than Picard. Probably another recycled script.

Seasons 1-3 were the best. Season 4 was when the quality started to fade. Most all of the stinkers are in season 4. I'm actually glad it was canceled early. Not far, I'm still midway S1 (I'm on a "let's watch all of star trek" trip) and I'm sure some shits gonna annoy the fuck out of me as I heard it takes a few seasons to kick into gear.
But fuck me, is it me or has the show aged worse than ToS? I mean, don't get me wrong, ToS had some painful moments, but I think so far I prefer it over TNG just in the way it looks alone.

In a lot of ways it has, the early visual style is incredibly 80s, as is the terrible MIDI soundtrack, and I think they had some problems with the lighting in season 1 too as it all seems very pale. It improves a bit as it goes on, and they get better MIDI samples but I don't think they ever stop using it entirely.
