There literally can't be a bluray HD remaster of DS9 and VOY.
TNG was practical effects and all done on traditional film. What little effects were done for broadcast were easily remastered with CGI over the top of the original high quality film of the model shots / cast.
DS9 and VOY were CGI. 90s CGI. I think they do have some of the original files somewhere but they're all in a proprietary obsolete format or something like that. That's if they're all there at all which they probably aren't.
Also not enough people bought the TNG and TOS remasters so they don't see the point. DS9 will sell even worse, the only fucking internet nerd Niners who are desperate for HD DS9 will never even buy blurays anyway cos >LOL physical media. You fucks will all just pirate it anyway.

To put it in X-Files terms, TOS and TNG are mostly "monster of the week" shows, barring a few 2-parter episodes or the occasional callback, but DS9 was a "mytharc" show with continuing stories and character growth, and motw too, as that's what Star Trek is.
That said, DS9 is also a sequel to TNG and you shouldn't even start until until you're done with TNG, and the TOS movies.

It's pretty comfy so far. I know it gets hyped up a lot on contrarian boards like this and I had high expectations knowing about it being really serialized. I expected it to be more serious but so far it feels almost like a sitcom in a strangely enjoyable way. Characters like Quark and Odo are more "quirky" than TNG but in a way that doesn't feel forced. The difference in video quality also endears me to DS9, even having the CC sign at the beginning of most episodes.

Also there's a strange contrast between late TNG and early DS9. Every character in DS9 feels like they're getting set up for a Worf-esque arc with lore and background and character development, meanwhile almost every late TNG episode just focuses on one character and is almost always a sequel to something earlier or some kind of forced "lore" episode. It's not just you, Roddenberry and his lawyer/proxy (Leonard Maizlish - see 'Chaos on the Bridge') are long dead by this point but he still had creative control for so long that they can't change the characters or format too much, it's very much going through the motions at this point, and you'll probably notice the same thing in season 7 of DS9. But early in DS9, it was all the TNG crew, but they got to start from scratch with whatever they wanted, there were some reused TNG scripts, but they very much went in their own direction with it once they settled into it.

Given that Section 31 tried to recruit Bashir in the episode immediately preceding "In The Pale Moonlight" it's a given they had operations on DS9 and contact with Garak. In fact it was probably Garak who put the most positive word in to 31 about Bashir's recruitment.
