Saruman would probably not know about the weak point in the Helm's wall.
But Grima also backstabbed Gandalf much later during the war for the shire, at least in the books.
In the films it was indeed a bold or honorable, but stupid decision to spare him.

Not much would have changed, when Sarumans hold on Theoden was lifted and Grima had gotten kicked out of Edoras there was not much use for him anymore,
He probably just served as a glorified butler which is probably why he ended up sticking a knife in Sarumans back

Should've sent assassins after him. Having the king publicly kill some schmuck no one had seen before would've looked bad on the king. Theoden and Aragorn get to keep their (public) honor while taking out an obviously evil guy about to do evil things.

The palantir wouldn't have fallen out of Orthanc, so Pippin would never have touched it, so Gandalf and his ride to Gondor would have happened differently or not at all, or something.
