I don't think it was intended for us to know who it was but it did definitely look like the girl's older brother, which means he was probably the one who shot Fanny as well (poor doggo). Except the one issue with the movie is the entire town took things way out of proportion. Only mads and his gf, as well as a couple brothers thought "hmmm maybe he didnt do it". No one else in the town had that thought.
