Janeway's actions makes perfect sense in only one possible scenario.

Janeway was a high level section 31 operative.

Tuvok was clearly an agent of Starfleet intelligence. Hence his infiltration of the Maquee crew.

Janeway orders from Section 31 was to investigate the strange disappearances in the badlands. Whether or not it was a threat to the federation. Once in the Delta quadrant she was able to gather massive intelligence data on civilizations throughout delta quadrant and more importantly the Borg.

Ever wondered why Voyager a science vessel had very little laboratory space but had really good sensors so much so that after they captured and tamed a drone they created an entire astronometrics facility for more data.

Tuvix was a threat.

Hell Seven even started to catch on what Janeway was really doing and they shut her down.

The wormhole's exit was basically at the end of the galaxy, further than the total distance from Voyager's location to Federation space.

Plus I'm not sure if by then there had been words of any conflict with the Dominion, but during the first half of DS9 they repeatedly put the "Collapse the Wormhole" as a last resort tactic in case there's trouble, so even if it was closer that'd have been a nice decades-long disappointment.

DS9 took a realistic route; there were sections within the Federation where people didn't trust UFP and showed humans being part of illegal dilithium and arms trade, i believe. Later seasons of TNG showed dark parts of humanity as well when Roddenberry wasn't around
