The wormhole's exit was basically at the end of the galaxy, further than the total distance from Voyager's location to Federation space.

DS9 took a realistic route; there were sections within the Federation where people didn't trust UFP and showed humans being part of illegal dilithium and arms trade, i believe. Later seasons of TNG showed dark parts of humanity as well when Roddenberry wasn't around
