It always felt to me like it was meant to start the reader in the present (or then contemporary England), and slowly fade into the ancient past. It sets the modern person on the same strange journey away from the comforts of modern life that Bilbo and Frodo go through. Gandalf is the past knocking on our door, and the trains fade away soon enough.
