After 3 seasons, it has maintained a more consistent quality than Breaking Bad. I don't know that it will have the same cultural impact though.

It really can't. Breaking Bad had an advantage in that the premise ("Chemistry teacher cooks meth to pay cancer bills") is so immediately intriguing that it is hard not to check it out once you hear about it. It's harder to sell BCS on the mere premise of the show, because the basic premise just isn't as intriguing. The writing and execution are better, but audience-grabbing premise just isn't there to the same extent. Thus, BCS was always destined to be an exclusively patrician domain.
