Well isn't that super helpful, a dodgy non-citation really undoes the fact that Moffat has been very explicitly and clearly laying the groundwork for it since at least series 8. We've seen cross-gender cross-racial regenerations on screen. We've had a major Time Lord character change gender. We've had the Doctor make more reference to the idea of gender-changed regenerations. The groundwork has been lain, and it is going to happen, sooner or later. Best make your peace with it.
