Hanabi (1997) is probably my favourite. There's something very sweet about it and melancholy.

I don't like them myself, but Hirokazu Koreeda, Ki-Duk Kim, Tsai Ming-Liang, Hou Hsiao-Hsian and Jia Zhanke are quite similar.
Outside of the big three of Japan Korea and China there's also Lav Diaz and Apichatpong Weerasethakul who're quite similar, but also might be weirder and darker than what you're looking for (Yang and Wong).
