Because Clara died in Face the Raven. In Heaven Sent, the Doctor was dealing with her death. And in Hell Bent he tried to save her, but shit went awry ("what if time needs me to die?", hybrid stuff). So instead of dying and making sure time doesn't fuck up... she flies away on adventures, because why not?
Bill died, then right away was alive, then a Cyberman. As we mostly saw her as Bill and not an emotionless Cyberman, it was easier to accept that she was saved, imo.

I think this. Clara's death in Face the Raven was portrayed as final, and as a viewer it teared me up. Then watching the Doctor grieving for her for the entire next episode was gut wrenching too.

But all that emotional investment was kinda wasted because she didn't really die after all. Well, she died, but after living for possibly thousands of extra years travelling time and space.

A shame, because Heaven Sent is one of my favourite episodes, but some of it's poignancy is lost on a re-watch now.
