The difference is, in classic star trek you could recognize that the nations and races had put aside their differences and worked together for the advancement of science and humanity but is never discussed BECAUSE it is something that has been moved past.

In a new one it will be the focus of the characters. It will be their identities and conflicts and motivations and get in the way of every encounter.

At the height of the cold war a Russian individual working with an American (by proxy) would have been nearly unthinkable. Russians had actual legitimate propaganda (albeit less severe than german/japanese during WWII) targeted at them to try and make America hate them.
