no it's actually based on midichlorians. palpatine had slightly more than 20,000 midichlorians, which is more than yoda, who had a number in the high 19,000s. that's why palpatine was able to beat him in the duel it's because he was stronger with the force because he had more midichlorians. it starts to play an important roll with luke because anakin had 27,000 midichlorians and padme had around 4,000. when they gave birth to luke he had their average... 15,500, but to be force sensitive you need around 8k. amidala wasn't force sensitive because she only had 4,000. you need around 8 thousand. obi wan had around 14,000 midichlorians and when he sacrificed himself for luke in star wars he transferred all of his midichlorians to him. this gave luke 15,500 + 14,000 = 29,500 midichlorians and made him the most powerful jedi even able to defeat palpatine in battle

I think in the book when he & Windu go at it, it's basically admitted that they can't beat him in a fight because like some Highlander bullshit all the darkside energy is focussed & shared between the remaining with which was like 2 guys instead of hundreds/thousands of Jedi.
