Well if the show has Time Lords treat the Doctor as an individual of exceptional abilities, it's only fair they treat the Master similarly. They were desperate and brought him back because they thought he'd be a good warrior. It wouldn't be the first time they've asked for his help and offered him more regenerations (The Five Doctors). And the fact that how they did it isn't explained is a good thing, not a bad thing. It's pretty easy to accept that the person who basically invented Time Lords and regenerations, and has control over the Matrix (where every dead time lord's consciousness is kept) could bring one back to life. Rassilon resurrected himself, after all.

The show is still withholding critical evidence from the viewers and yet advocating for people to try their best to solve the mystery despite it being impossible.
Just because on a rewatch with the knowledge you're handed in episode 8 you catch a couple of lines that end up meaning more doesn't mean the mystery is well foreshadowed.

No, it really is. Chibnall said it was. It was marketed as that. It was always about that.
The fact that the killer is the big reveal in episode 8 makes it fucking obvious what the show's intentions are.
It also trips and falls on the curtain in episode 8, since it shows that the main reason the first 7 episodes were good was because they were instilling an idea in the viewer that there's 'something clever coming, look for the clues,' but once you learn what the "mystery" was you're left underwhelmed and look back on the last 7 episodes as a well executed illusion. Season 2 is the prime example of this, since it shows they really were leeching off the mystery, and without one looming, the show is pure shit.

RTD unironically did it better. Social media pandering has become the focus of stories now, whereas before it was more subtle. Gay characters didn't used to interrupt the episode to just randomly announce their faggotry. You would just realise they were gay the same way you realise a straight character is straight, by them hitting on someone.

The showrunner does typically write a lot of episodes. RTD did 5+ per season and Moffat did 4+. They're also responsible for coming up with a lot of the ideas for episode stories and then giving them to other writers to expand upon.

i'm only guessing here, but I'd say that that plotline was originally meant to be some king of series arc for S6 that didn't really work out, and was replaced last-minute with the whole Kovarian thing
If you go back and watch Series 6 with this in mind you can see the loose ends and how they might have fitted together, for example:
Why did the Doctor bother to create a flesh duplicate of himself unless it was to allow that duplicate to take his place at the beach in Utah to die in his place?
Why did the Silence kidnap River thrice, once as a baby, once as a child and once as an adult, unless originally the plan was to allow her to escape?
Why were the Silence's Confessionals beneath Earth's crust in those tunnels with faux-TARDISes without supervision from the Church unless originally they were supposed to be a monster in their own right?
There are many more questions that I'm sure others can put forward, but they're what springs immediately to mind
It's obvious that Moffat initially had other plans for River, Kovarian and the Silence but altered them all last minute so what we got was a sudden shift between S6 part 1 and S6 part 2

Moffat was praised for writing what nobody else wrote. When he got a chance to write an entire series, it became clear why nobody else wrote.

In retrospect, you can easily identify repeated tropes that turn to cancer on Moffat's run. Timey-Wimey bollocks. Abandoning any pretense of scientific plausibility. Sassy mystical middle-aged domintraces who's in love with the Doctor. Fast-paced memery dialogues.

Chibbers for all his faults is a very diverse writer. He wrote a fast-paced tale on a ship in distress, silly fun romp and a slow-paced comedy about Doctor fighting the boredom. As well some stuff on Torchwood that I'm too lazy to remember all, but was still very different.
