Yeah, when Rome turned into an Oligarchy again, with Co-Emperors and Junior Emperors. Not saying Diocletian was wrong, how the fuck would I know how to rule an empire. But it did eventually tear what Aurelian restored a mere 50 years before apart. I don't think there's ever been a successful functioning oligarchy, and, no, the early roman republic was an actual republic so that doesn't count.
