The reporter obviously. Pranks work when they are on tv or big youtube channels: after being humiliated or made fun of people are shown that they will actually get some fame for their troubles so the whole situation becomes fun, like an adventure.

In the OP's situation tom doesn't really get any value from a guy "pranking" him, it's the guy taking a situation of mutual value exchange and turning it into huge gain for himself and loss for another.

As to Tom's reaction I believe he has done the right thing: the guy was clearly oblivious to the world so Tom guided his attention to what he actually did and how disgusting that was. Basically he did that guy a huge favor.
