They did. They literally did the exact same shit they did with with TLoTR in terms of effects. Mckellen was (most of the time) always filmed in a separate, smaller set when it came to enclosed environments like Bagend, and was digitally placed in with the Hobbit characters later in post.

It was common practice for film studios to reuse props and sets to save money, because nobody wants to build a new set for an entire street for one shot, and there's no economic reason to build an entirely new scifi gizmo for a Star Trek episode when you can just grab one out of the box. Kubrick had all the sets for 2001 built specifically for the movie, and had them destroyed because he didn't want the movie to be just another movie that used its sets.
