It was probably a term of peace. All the major powers go to war as soon as they meet and have to negociate, the Federation conceded not to pursue cloaking technology, and maybe the concession from the Romulans was that they just stop attacking with cloaked sorties in the heart of Federation territory, which would be devastating and impossible to defend against with the number of ships they have in the fleet.

The TNG ones have the colours the wrong way around, as you're more likely to be able to see someone's shoulders (corridors, in formation) than the front of their torso. TNG movie uniforms are the most aesthetic but less practical as the specialisation colours are harder to see.

From what I can tell, they couldn't think of any stories to put her in so dismissed her, then later when they came up with the idea of the Romulan "hospital" conflict, they had to introduce another new character to do it as the other woman was busy with Voyager.

Also, did anyone except me miss that the Romulan from that episode was the same one Admiral Ross and Section 31 framed up in Inter Arma Silent Leges? They were played by different actresses so I never made the connection until I went looking for this image.

The Voyager has a holodeck though... Why can't they make a temporary med bay in the holodeck with holographic nurses or better yet, multiple holo doctors? Am I missing something? I just watched an episode where a crewman died because there was an accident on the ship and the med bay was full and the doctor was complaining he didn't have enough help.
