I honestly dont get this scene at all. What was the point of doing that if he was gonna resign anyway?

What was his plan? Was he trying to kill her? Scare her? Why didnt she tell anyone what he did? If shes in a coma or something thats pretty convenient but there is no way Frank would know shed end up in a coma, so why did he do it?

It was such a forced "shocking" moment to make the season feel more relevant or interesting. If you rewatch the show, the decline in writing is so obvious. Season 1-2 are politikino and it goes downhill fast from that point.
