In a thematic sense, because of who she was and how she died. I'm from a very small town as well, and the place has had like 5 murders in the last 40 years. My parents called me a few years ago when the last one happened, it rattles the community.

She was also a well-liked and friendly girl with a good reputation in her community (good student, volunteered teaching english and helping the disabled, meals on wheels, homecoming queen) and she was suddenly found murdered. It's understandable that would affect a community like Twin Peaks

I always assumed that was because Leland willingly let BOB possess him (he talks about how he "invited BOB in" as a kid during his death scene). In a lot of cultures, evil spirits can only possess you if you allow them to, like a selling your soul to the Devil deal. Laura had flashes of being possessed / influenced by BOB, but she never willingly invited him in like her father.
