It was basically a throwaway joke by the writers, not something they were hoping would be explained in a followup series. The best way to go about that episode would've been for Worf to suddenly lose the ridges and look like a TOS-era Klingon and for none of the DS9 crew to notice.

You can tell it became a plot point in Enterprise because B&B were starved for ideas and decided to turn a throwaway joke into a full-blown fucking retcon.

Worf doesn't want to talk about it because its a clearly shameful time for the proud klingon race, it makes perfect sense. They had a typically less than perfect period in their history, just like humans with the eugenics wars (which the klingon thing segues into nicely thematically and plotwise)

It was less than stellar but it was fine. You forget this is a series where all aliens and humans were seeded by a single precursor race millions of years ago, and multiple races on the Q level of fuckery. Klingons falling for the eugenics meme is small time to complain about.

Trek used to present the idea and have it be pretty well formed so the viewer could make a choice and have discussion, a la the transgendered aliens wanting to be the sex they feel they are and leaving it at an emotional message at the end.

New trek is about browbeating the viewer into feeling how the writers want them to feel out of guilt. All new tv is, its not a trek thing.

The one big problem Enterpeise had wasn't the premise, it was the fact that they didn't follow it through. They wanted to show humans first steps into deep space but chickened out to really portrait it any different than Voyager. No phasers, no transporters, more prmitive tech.
Also the becoming of the Federation should have been a major plotpoint right from the start, not when the show was almost over.
