He's based off of Floyd Lamb a member of the Nevada Senate, and one corrupt mother fucker. His brother was Ralph Lamb Clark County Sheriff, also corrupt. As powerful as the Mafia was back in the 60's, and 70's, offing a Senator would draw unwanted attention.

Probably not, Harry Reid was from Searchlight for one (which is basically a ghost town in Nevada, not somewhere you'd get a southern accent from), and didn't become a senator until the 80's. This movie takes place before that point. Although interestingly the mayor of Las Vegas (who was a lawyer for the real mobsters the movie is based on), appears in the movie and plays himself.

Everyone was so caught up, they forgot about him. Nicky was losing his shit, Ginger was distracting Sam and the bosses lost control. He took advantage of them at a sensitive time.
