And you can tell exactly why
Snyder wrote the fight ending with Batman helping find Martha. But he also had to have Lex put a time limit on their fight.
So in order for both to be true, Metropolis needs to be close enough to Gotham for Batman to find Martha before Lex's time limit is up

They said it was inspired by Detroit vs. Windsor Canada, which are separated by a lake and yet are remarkably different.
