Animation might be expensive, but the real reason it's lagging behind nowadays is because producing good animation is a difficult in-depth process that requires competent direction and management. Experienced and passionate directors especially are the key, as you wouldn't invest in the long hard process of creating an expensive animated feature without entrusting it to someone who has generated results already. Slashing production quality by relying upon CG, less keyframes, and outsourcing to Koreans lowers risk, and gives you more breathing room. All of these things might happen anyway if the project is mismanaged and due dates are missed. It's no wonder that a lot of anime takes the cheap route, being rushed out on breakneck schedules as many of them are.
