This movie's title has always bugged the shit out of me. The title makes it sound like a comedy.

Cage's laughs in the film are hilarious.

It's a pretty great movie, I rewatch it every year and it's my favorite Nicolas Cage role.
He does such a great job when he's got a director that actually knows how to utilize his insanity.

It is so much better, not even fair. Herzog has a couple interesting scenes like the one OP mentioned but it is nothing Ferrara didn't do already.
