Keep in mind that Lynch filmed the dream sequence from ep.3 (ie "That gum you like will come back in style") all the way back for the PILOT as the potential "end" of the story in case it never got approved beyond 1 episode (this is what the international pilot is - the "movie" version of the pilot).
Much like the other dream sequence, I think a lot of it is Lynch throwing stream-of-consciousness stuff out there. Some of it makes sense, but much of it does not. It's just there as a type of mood-setter to inform you that things have ceased being normal.
I don't think the series was ever meant to go on a 25 year hiatus. Apparently it was only that Frost and Lynch met several years ago and Frost brought up the coincidence that Lynch seem to be game to do more TP stuff (see the extra codas he filmed for the Complete Mystery set: the lunch with the Palmer family, plus editing together the Missing Pieces).
Years ago, towards the early and mid-2000s, as far up as 2014, Lynch considered the world done and dead, even vetoing a comic that would have been included in the box set that would have moved the story forward. I don't know why he changed his mind but I suspect it was always something he might have wanted to do, but had no real desire until the opportunity with Showtime and its 9-episode offer presented itself.

Diane: 100% confirmed. I don't know how people can not see this given her reactions and her scenes. The people who think she Cooper visited her house before he went into the lodge and that she would react like that just from someone she loved disappearing are just completely wrong and kind of delusional. She is reacting like someone who was deeply traumatized, not a jilted lover. She was visited by Evil Coop, probably right after he left Twin Peaks. Whatever he did left scars that are still there 25 years later.
Annie: This one is complete speculation on my part. But there are multiple reasons to believe it's true. Annie left town immediately after the end of season two and disappeared. Why do I think Dopp-Coop got her? Because she was the only one who could tell people he was a fake, she told Laura but the pages were lost. And she was the one Cooper loved the most, thus the one the Doppleganger would want to hurt the most. If she had got away, there is no way she would not have tried to contact people like Truman and Hawk after leaving town and telling them the good Dale was still in the lodge. Yet we know it's 25 years later and no one has any idea there were two Coopers until right now. That means either she never tried to tell anyone about it, (extremely unlikely) or she was caught by Dopp-Coop right after leaving town, and killed.

It's amazing to me that you can't see it, but I guess I shouldn't be surprised anymore. Everyone's different. One thing this board has taught me is no matter how obvious a characters motivations or emotions there will be some people who just can't see it. It's like they are blind to one color. It's one of the reasons we get horrible scripts where the characters have to tell us exactly how they are feeling out loud "From my perspective the jedi are evil!" so people can say 'ohhhh i get it!'.

Doop-Coop knew exactly when he was getting called back into the lodge, to the day, 25 years later.
Sometime in the last couple of decades, probably at least ten years ago or so, he created a fake copy, Dougie, so that when the summoning happened Dougie would be the one who got summoned back to the lodge instead of him.
Then, because he knew were his creation Dougie was and he knew the exact day and time they swap would take place, he knows exactly where Cooper will be. So he just has to get people, hired through Lorraine, to kill "Dougie" who will now be Cooper, after the swap. That's what the two hit men were supposed to do, but they messed it up. Which is why Cooper sent the midget to kill Lorraine because she botched the hit.
