Scorsese was trying to convey that doing the right thing doesn't make you rich and that doing the wrong thing and getting caught doesn't stop you from getting richer. It's not deep or clever, it's just Scorsese pretending there's nothing wrong with being obscenely rich because there is no reward in virtue (there is and he'll be one of the first on the gulag)
