Brazilian cinema is obsessed with identity and political and social messages, that's why it tends to be so shit and provincial. Argentine cinema deals with universal themes. Mexico used to have good cinema too, but then all the good directors, screenwriters and actors went to the U.S.

Everyone else is either too poor or too small to have any relevance. Cuba used to punch above its weight during the Cold War, but when Soviet gibs dried up they went irrelevant too.
