First off if you look at the scene close it is more like 1.5 seconds to pull his gun. Actually that is super realistic. Most people in that situation would have a moment of panic/shock and screw it up. Unforgiven addresses this very well too. A gun fight like that is over in 2 seconds or less and if you aren't trained you will panic and are probably dead. Even if trained you might panic.
