Why was Sisko not under surveillance? He was vital to the war effort and on the front lines, a prime target for replacement by a Changeling which could destroy the Federation? Section 31 should have heard them discussing the plan before it was put into action.
They knew what the cure was and they're slick secret agents, why didn't they just send a few agents to wander around the station scanning for the cure with tricorders? And they have transporters that can reach the station from Prophets knows where, that ship could probably scan the whole station on its own too.
Did Sloane just want to rub Julian's face in his naivety?

I mean it was implied he was right at the end of the episode when Picard mentioned something about the ships having scanning blockers or whatever they had, something you wouldn't need unless you had something to hide. Although either way he was wrong in his actions.
