Cape Feare is probably the most overrated Simpsons episode. Homer's pretty bad in it especially.

There was a deleted scene, but the rakes without context got so many laughs they left it in.
IIRC willy was going to be shown being careless with his rakes earlier in the episode.

I think Sneed has an excess and dumped them in the street. I believe the official canon states that he ordered some and then found old stock from when chuck sold him the feed and seed.
