Nigga I've been watching Matsumoto since the 90s, you know nothing.
Shinkai makes better movies than Miyazaki's done for years, though that's not a high standard anymore. Miyazaki's issue is that in an industry as collaborative as anime, his vision is often oppressive and stifling. Think George Lucas on the Star Wars Prequels. There's no innovation here, no outside perspective. All Miyazaki, all the time, and honestly what he has to say isn't as interesting today as it was in the 90s, especially when he never experiments visually or thematically. Compare his work to Isao Takahata or Mamoru Oshii or whatever. His characters also tend to end up woefully underdeveloped, his focus on worldbuilding leaves a lot of his actors dull and uninteresting, compare Spirited Away with Whispers of the Heart or Ocean Waves.
That said, Shinkai is a genuinely good photographer and editor. His environmental framing reminds me of Ozu, and he tends to make these visual leitmotifs. Granted, he struggles in A LOT of other areas, but in terms of photography his movies aren't bad.
Popularity doesn't mean bad. In fact, in the same vein as ShinGoji, Kimi No Na Wa tapped into an unspoken undercurrent in Japanese society and that's why so many people watched it.
Honestly, we should just be glad that the highest grossing anime films aren't One Piece or Pokemon or whatever the equivalent of Capeshit or Minions is, but small personal projects from fairly unknown directors.
