Marketing, plain and simple, do you remember those teasers and trailers for the Matrix? Shit had people chomping at the bit, some strange contemporary scifi with crazy stunts in a strange but recognizable, Dark City had maybe one trailer starring Rufus Sewell and a bunch of flying Gestapo in the 1950s and no one gave it a second thought
