It's less ofareal theory than it is headcannon to make all the movies fit together.
Otherwise you have the problem of bond not aging a day between WWII and now. Also there can only be so many double-oh agents out there, its always 00X. So assume there are 9 spots total (I don't ever recall a 0010+' and you cant have a double-oh zero).
So yeah. Just a way to to recconcile the inconsistencies in a way that would make sense in universe.
