South Park is really a show you have to watch when it comes out, they deal with present issues and ideas. Context is important.
In my view south park have basically never changed from being good at identifying boundaries, then ploughing through them.

I haven't watched recent episodes, but given that nowadays boundaries are everywhere, I'm sure the show seems to be ploughing all over the place recklessly

I think the most "shocking" things in South Park are usually found between the lines. It takes a modicum of thought to see these things. Not deep thought but a little bit. You have to pay attention at least.

So in the Tenorman episode, the shocking thing is not that Cartman does this shit but the fact that he faces no consequences. The townsfolk and his usually-moral friends all just accept it and we are back to normal next week. That's the funny part - because it shows what a Wickerman-esque town South Park really is.

Similiarly, the funniest thing about the Mr. Hanky episode is not the cheap vulgarity of the talking turd. The funniest thing is the ambiguity that maybe Mr. Hanky only exists in Kyle's mind; maybe Kyle's dad is right when he assumes that Kyle is a deeply disturbed child who has just staged a dirty protest in the bathroom. Of course this is eventually shown to be untrue, but the subtle presentation of that idea is very fucking funny.
