In essence, Star Trek is a show about resolving moral dilemmas or politics, usually between different cultures. In your opinions, what is that Trek does that makes these space disputes interesting instead of boring?

Why is warp speed so inconsistent in TOS? In the early seasons they would do stuff like "approaching planet at warp 5" or pursuing enemy ship at warp 3 even though the ship is right in front of them on screen. I was under the impression that warp anything is incredibly fast
