If Showtime wanted to get a ton of shit (viewership mostly) in return, they why the fuck did they agree to Lynch's terms in the first place? They could've easily told him 'nah man, you make those 9 episodes and compress the plot as much as possible or we ain't gonna air it.' But they renegotiated with him and gave him the chance to make 18 episodes. I don't know for certain why they were so forthcoming with him, maybe some higher-up really did believe in Lynch's vision, but whatever the reason, they accepted his terms and are rolling with it.
Also, sure, plenty of people will cancel their subscriptions eventually, but the main draw of allowing a month (or however long it was) free was to lure people into watching other things as well and hopefully have them subscribe long-term.
